Mali: MINUSMA Deplores the Increase in Violence and Intensifies Its Efforts to Restore Calm

MINUSMA deplores the increase in violence in several locations in the regions in northern Mali.

In response to this situation, MINUSMA has intensified its efforts and its contacts with all stakeholders to restore calm and advance the peace process.

In this regard, the Special Representative of the Secretary-General and Head of MINUSMA, Mr. Mongi Hamdi, has presented a roadmap to the stakeholders to put an end to the current cycle of violence and ensure that the peace process continues.

The proposed roadmap consists of:

  • Ensuring that hostilities cease on the territory of Mali, including arrangements for Ménaka according to which the Plateforme withdraws and MINUSMA temporarily takes charge of securing the town and its population. A meeting should be held to conclude an agreement on this issue after a meeting of the Comité Technique Mixte de Sécurité.

  • Organizing discussions between the Malian Government and the Coordination des Mouvements de l’Azawad (CMA), immediately after the conclusion of the ceasefire agreement, on the modalities of the implementation of the Peace and National Reconciliation Agreement and to clarify the observations of the parties on this Agreement.

MINUSMA stresses that it concentrates its efforts, in close cooperation with the International Mediation and as an impartial partner of all Malians, to advance the peace process and protect the civilian population against all threats and repercussions, direct or indirect, resulting from the continuing violence and tensions.

MINUSMA notes in this regard that protests have been held in Kidal for the past few days. It stresses that, while respecting the fundamental right to freedom of expression and assembly, it calls on the organizers to assume their responsibility to ensure that the protests take place peacefully. It also calls on them to abstain from any act of intimidation or violence against the personnel of the Mission and from endangering civilians. It warns that such acts constitute serious crimes under applicable international law for which the instigators and those responsible will be accountable.

In addition, MINUSMA notes that the actions taken to obstruct the movements of its personnel in the town of Kidal affect its ability to provide fuel to power the town’s electricity generators, which has a direct negative impact on the population that remains deprived of electricity.

These actions also prevent MINUSMA from continuing its work on the airport’s runway and endanger all of the Mission’s stabilization initiatives and the humanitarian efforts that are underway.
