Bamako, Mali - The Governments of Mali and Japan signed today an agreement for US$ 4.5 million with the United Nations Development Programme (UNDP) to strengthen the operational capacities of the National Police Academy (ENP).
The signing of the agreement took place in the presence of M. Abdourhamane Sylla, acting Minister for Foreign Affairs, African Integration and International Cooperation, General Samaké Sada, Minister for Security and Civil Defense, H.E.M. Akira Matsubara, Ambassador of Japan to Mali, M. Ryuichi Kato, Resident Representative of Japan International Cooperation Agency (JICA), the acting Special Representative of the Secretary-General in Mali, and M. Boubou Dramane Camara, UNDP Country Director in Mali.
The project to strengthen the capacities of the National Police Academy will be implemented jointly by UNDP and MINUSMA, over a 12 months period. It aims to support the Malian police in delivering its mission of law enforcement and respect of Human rights.
In addition to the rehabilitation of the buildings and lodging quarters, the project will provide the ENP with equipment for training, telecommunications, care and transportation.
The police trainers and administration staff will also follow a specialized curriculum, covering intervention techniques, policing and first aid, as well as the protection of Human rights, the fight against gender-based violence or against the proliferation of small arms.
"This project is a true testament of the support of the Japanese government and the United Nations to the Malian authorities in their efforts to restore the authority of the State and public order. It aims to make the National Police Academy more functional and efficient through the rehabilitation and equipping of existing infrastructure, to ensure that its personnel and trainees receive training in line with international standards, in decent living and study conditions, "said the UNDP Country Director.
The rehabilitation of the National Police Academy is part of the broader UNDP support to Mali to meet the security, governance and resilience challenges. It will also sustain the synergies between the different actors supporting the Malian police through training or additional equipment.
