World: EU supported programme to mop up small arms in West Africa launched

The ECOWAS campaign to curb the proliferation of small arms in West Africa has received a boost with the launch of an EU-supported 5.56 million Euro project that will strengthen ongoing regional efforts to mop up small arms and light weapons and empower the populations.

The project known as the “EU support to ECOWAS regional peace, security and stability mandate,” which was launched in Abuja on 16th September 2014 will complement similar initiatives and contribute towards the reduction of illicit circulation of arms in the region through a comprehensive voluntary arms collection programme complemented by an incentive scheme to enhance regional security.

“This is an excellent model of partnership arrangement worthy of emulation,” the President of the ECOWAS Commission, His Excellency Kadré Desire Ouédraogo said at the launch of the three-year project to be financed by the EU and implemented initially as a pilot project in six of the region’s fifteen Member States.

The UN Development Programme (UNDP) is the implementing partner for the project which will address knowledge gaps on the dangers of proliferation of such arms through an advocacy and sensitization campaign; build the capacity of stakeholders, collect and destroy such arms and undertake the provision of social amenities in border communities as development incentives.

“This project is in consonance with the objectives of the ECOWAS Convention on Small Arms and Light Weapons, their Ammunition and other Related Materials, which is now a legally binding regional framework for the effective fight against the scourge of small arms and light weapons since 2009,” the President added.

He acknowledged the value of the various components of the project targeted at reduction in armed violence through weapons collection exercise in exchange for development incentives; the provision of operational level competency of National Commissions and other stakeholders accompanied by a robust community sensitization campaigns.

The project will implement a “pilot weapons collection programme in two clusters covering six countries,” namely northern Niger, Mali, the Mano River Union, mainly west of Cote d’Ivoire, Guinea forest, east of Liberia, north-east Sierra Leone and Nigeria, in order to consolidate good governance and stability in the region.

In his message to the launch, the Head of EU Delegation to Nigeria and ECOWAS,
Ambassador Michel Arrion said the project was inspired by the realization that peace, security and stability were necessary conditions for development.

“This intervention would contribute to the building and maintaining of peace, security and stability in the ECOWAS region,” he said, in the message delivered by Mr. Richard Young.

In his speech, the UNDP Resident Representative and UN Resident Coordinator for Nigeria, Mr. Daouda Toure said that trafficking in small arms “is fuelling many community based violence which has assumed alarming proportions in recent times.

The UNDP official, who was represented by Dr. Pa-Lamin Beyal said the situation constituted a major threat to economic growth and stability, and also hinders the much needed investment for socio-infrastructure development of the region.


World: Empowering girls key to Africa's success, leaders affirm

UNITED NATIONS, New York – “With significant investments in the education of young girls, sexual and reproductive health for youth and adolescents, as well as women’s empowerment in our counties, we will change the face of the Sahel,” President of Chad Idriss Déby said at the United Nations today, during a high-level panel on the potential of young people to drive economic growth in the Sahel region of Africa.

Only by investing in the skills and rights of young people – particularly adolescent girls – can the region take advantage of a demographic dividend, a key opportunity to improve livelihoods and living standards, the leaders present said.

A demographic dividend occurs when falling fertility rates lead to a large working-age population with fewer dependents and, therefore, more household income. Demographic dividends played a major role in the economic ascension of Asian countries like Korea and India between the 1960s and 2000s.

Today, Africa, with the fastest-growing and youngest population in the world, is poised to reap similar benefits, said the panel, which included President Déby, President of Côte d’Ivoire Alassane Ouattara, President of Niger Mahamadou Issoufou, UNFPA Executive Director Dr. Babatunde Osotimehin, World Bank Vice-President Makhtar Diop, and Melinda Gates, co-founder of the Bill & Melinda Gates Foundation.

But the dividend is not automatic. It requires a healthy, educated workforce with access to decent jobs. This means investing in the health, rights and skills of young people – especially adolescent girls, who remain marginalized in large numbers throughout the Sahel and the world.

"Evidence show that the demographic transition can happen in one generation." Ms. Gates said. "But it is only going to happen if we make significant investment."

Girls, women left behind

Unfortunately, the places where it is most critical to make these investments are the places where it is hardest to do so, such as in the Sahel.

Although the region has experienced economic growth and declining infant mortality rates, living standards remain poor and opportunities are few. Approximately half the population lives on less than $1.25 a day, and fertility rates are among the highest in the world.

Conditions are particularly stark for women and girls. Too few girls attend secondary school, and child marriage is tolerated in too many communities, contributing to higher rates of adolescent pregnancy and maternal mortality.

Investments key

The next steps are clear: Universal education, sexual and reproductive health and rights, and gender equality are known to facilitate the economic productivity of young people while also promoting their safety, dignity and quality of life.

“Burkina Faso, Chad, Côte d’Ivoire, Mali, Mauritania and Niger – these countries have started the demographic transition, and international support can help to accelerate the process,” Dr. Osotimehin told the panel. “Already, these nations have registered remarkable progress in reducing child mortality. Now we will work to reduce maternal mortality, child marriage and the unmet need for family planning.”

He added: “Evidence suggests that family planning can and should play a much larger role in development in the Sahel. The returns on investment are enormous: less maternal and child deaths, savings in health care costs, and acceleration of the demographic transition to reap a dividend of higher inclusive economic growth.”

“Family planning allows that virtuous cycle to happen,” Ms. Gates emphasized. “Investing in a woman, putting her at the centre, gets you change at the village level, and then at the level of the full economy of a country,” she noted.

And girls' education cannot be overlooked, President Issoufou added. "We must keep our girls at school as long as possible, including by providing scholarships to the poorest girls and their families."

Taking action

The World Bank and UNFPA, through the $200 million Sahel Women’s Empowerment and Demographics Project, are improving access to sexual and reproductive health, especially voluntary family planning and maternal health. The programme is also improving child health and nutrition, strengthening girls’ education, and working to ending child marriage.

These efforts will involve close partnerships with governments, as well as with other UN agencies, non-governmental organizations and community groups.

But further changes are also required. “Policies and investments are needed in the short-term,” says a statement of the Bill & Melinda Gates Institute for Population and Reproductive Health and the Johns Hopkins Bloomberg School of Public Health, signed by public health experts and economists from around the world.

“Timing is key,” said UN Secretary-General Ban Ki-moon, in a video statement shown at the event. “The Sahel’s best window of opportunity is now through the next 15 years… We cannot lose this historic opportunity to transform the region.”

The event, organized by the World Bank Group and UNFPA, took place during the 69th Session of the UN General Assembly. It was livestreamed on the internet, with questions taken from social media participants around the world. The discussion was moderated by journalist Femi Oke.

Guatemala: Preparan entrega de alimentos a familias afectadas por sequía en Sololá

Autoridades de este departamento afinan acciones para atender a los damnificados por la sequía prolongada, quienes serán atendidos por varias instituciones con el apoyo del Comité de Operaciones de Emergencia (COE).

El programa “Alimentos por Acciones” impulsado por el Ministerio de Agricultura, Ganadería y Alimentación (Maga) es el estandarte para la atención de las familias y según fuentes oficiales, uno de los primeros propósitos es capacitarlas para la puesta en marcha de técnicas de conservación de suelo y conservación de agua, como condición para recibir los víveres.

Por medio del plan departamental los beneficiarios deberán realizar el trabajo de conservación de suelo (Terrazas) y conservación de agua, para mejorar el capital natural de los agricultores, sumando a ello, la protección y conservación de la belleza escénica, trabajando en 7 regiones, dentro de las que existen 158 comunidades de los 19 municipios del departamento de Sololá.

En este lugar, más 6.815 familias resultaron damnificadas, mientras se realizan análisis de datos con el fin de ver si se añaden más familias para ser atendidas. En tal sentido, podrían llegar a 14.679 familias afectadas, quienes serán atendidas con 504 toneladas de alimentos (1.086 quintales) que será entregado a los afectados.

Las familias afectadas recibirán raciones de maíz, frijol y atole fortificado y el alimento será custodiado por el ejército nacional, mientras un equipo interinstitucional supervisará el trabajo de campo, realizando monitoreo del trabajo de parte de los labriegos guatemaltecos.

Fuentes oficiales confirmaron que a partir del 01 de octubre, se iniciará la entrega con la coordinación de la Vicepresidencia de la República.

Border communities at risk in the Sahel

In July, Danish Demining Group (DDG) presented the findings from its Border Security Needs Assessment (BSNA) to national border authorities from Mali, Burkina Faso, and Niger. Based on the findings, DDG will implement programming that strengthens border security and management, and improves community safety in the Sahel’s Liptako-Gourma region.

In February 2014, Danish Demining Group (DDG) launched a Border Security and Management Programme in the Liptako-Gourma region, located in the border regions of Mali, Niger and Burkina Faso. The programme is funded by DANIDA (through its Sahel Programme) and the UK Conflict Pool. The purpose of DDG’s programme is to support the establishment of a comprehensive border management system, ensuring that borders are safe and open to trade and travel, and effectively controlled against violations and security risks.

“The BSNA shows that interviewees share common concerns and security risks in terms of poverty, increasing banditry, extremism, inter-community conflict (mainly due to limited access to natural resources), as well as the circulation of illegal goods in border areas. The study also highlights the high level of confidence in security forces as well as in traditional leaders, who play a major role in conflict resolution at community level,” Guillaume Dupire, DDG’s Programme Manager for the Sahel.

In May-June 2014, DDG carried out a border security needs assessment (BSNA) in border areas, and based on the findings DDG will develop a programme that strengthens border management and community safety in border areas. DDG will deliver training and develop mechanisms, in consultation with local stakeholders including local communities, to address the most critical challenges.

In May 2014, representatives from the national border authorities in Mali, Burkina Faso, and Niger met in Ouagadougou, Burkina Faso. During this meeting DDG presented its Border Security and Management programme, and facilitated a discussion about security risks in border areas and potential solutions. As a follow up, DDG organised a meeting from 22-24 July in Niamey, Niger to present and validate the findings of the border security needs assessment that DDG carried out in the Liptako-Gourma border areas during May and June 2014. The meeting included representatives from the national border authorities from the three countries, as well as representatives from the police, gendarmerie, and customs authorities. Traditional chiefs as well as other NGOs also participated.

DDG carried out the BSNA at local, regional and national levels in Mali, Burkina Faso and Niger. DDG conducted almost 800 interviews with national and local authorities, security forces, community representatives and households to collect qualitative and quantitative data about security concerns and perceptions in the Liptako-Gourma region. DDG’s BSNA report provides in-depth analysis and recommendations corresponding to the needs and concerns of authorities, security forces, and communities living and working in these border areas.

In response to the BSNA findings, participants from Mali, Niger and Burkina Faso used the opportunity of their collective presence in Niamey to develop tentative community safety plans, which DDG will use to design its Border Security and Management programme.

The study calls for the strengthening of coordination mechanisms as well as communication channels between local authorities, security forces, and local communities in border areas. The study also recommends the additional support to security forces in terms of training, equipment and infrastructure.

Répondre aux besoins urgents des retournés

Un nouveau site ouvert à Djako pour les retournés qui ont fui la RCA via le Cameroun

Quelque 497 Tchadiens qui ont fui les violences en République Centrafricaine (RCA) au Cameroun ont été transportés le 23 juin au Tchad par l'Organisation Internationale pour les Migrations (OIM) à la demande du gouvernement. Ils ont enduré des conditions de vie extrêmement difficiles dans les sites de transit de Garoua Boulay et Kentzou dans l'est du Cameroun depuis février.

Un nouveau site de transit au Tchad, dénommé Djako et situé à 37 km au sud-ouest de Moundou dans le Logone Occidental, a été mis en place pour les accueillir. L’OIM a construit des abris et l’UNICEF des latrines et points d'eau. Tous les enfants de moins de 5 ans ont été vaccinés contre la polio et la rougeole par l'UNICEF. Le PAM a distribué des biscuits à haute valeur énergétique aux personnes arrivées et a étendu son programme de coupons alimentaires sur le nouveau site. L’ONG IRC (International Rescue Committee) fournit des services de soins sanitaires de base. Jusqu'à ce que le gouvernement assigne une ONG nationale en charge du site, l'OIM gère et assure la coordination des services dans le site.

Si quelque 5 000 personnes étaient initialement attendues du Cameroun, l’OIM estime que le nombre de personnes à transporter au site de transit de Djako ne dépassera probablement pas 3 000 personnes. Ceci s'explique par le fait que de nombreux migrants ont déjà quitté les sites de transit au Cameroun pour d’autres endroits dans le pays ou pour le Tchad. L'OIM a lancé un profilage des personnes qui arrivent afin de permettre au gouvernement d'adapter les programmes de réinstallation dans leurs zones d’origine.

Producción de cereales de América Latina y el Caribe se mantendrá alta a pesar de leve caída

Producción regional alcanzaría las 220 millones de toneladas para la temporada 2014/2015.

Santiago de Chile, 23 de septiembre de 2014– Según los pronósticos de la FAO, la producción de cereales en América Latina y el Caribe en la temporada 2014/15 se mantendrá en un nivel alto, superando las 220 millones de toneladas, aunque será 1,4% menor que durante temporada anterior.

El Boletín Trimestral de Seguridad Alimentaria de la FAO señala que la menor producción regional de cereales responde en gran parte a peores pronósticos para América del Sur, la cual disminuiría en 1,8% su producción, alcanzando 178,8 millones de toneladas.

“A pesar de esto, se mantienen las buenas perspectivas en términos de la disponibilidad de alimentos tanto a nivel global -debido a la cosecha record del año anterior- como en América Latina y el Caribe, gracias a que su producción se mantendrá en niveles altos, aunque levemente inferiores a la temporada 2013/14”, explicó Raúl Benítez, Representante Regional de la FAO.

Cereales secundarios

La producción regional de cereales secundarios (cebada, maíz, centeno, avena, mijo, sorgo, alforfón, quínoa, fonio, alpiste, grano mezclado, entre otros) alcanzará las 165 millones de toneladas, 4,8% menos que en la temporada 2013/14.

Lo anterior se debe, en gran parte, a la menor producción de estos cereales en los países de América del Sur, cuyo desempeño disminuirá en 6% en comparación con la temporada anterior, alcanzando 129 millones de toneladas.

Maíz

La producción regional de maíz, se espera alcance las 115 millones de toneladas, 7% menos en en comparación con los volúmenes record de la temporada anterior. Esto se debe, principalmente, a una menor superficie plantada de maíz de segunda temporada en Brasil y a menores rendimientos en Argentina. En México, también se espera una leve reducción, con lo cual su producción de maíz llegaría a las 22 millones de toneladas.

Arroz

En América Latina y el Caribe, se espera que la producción de arroz alcance las 28,6 millones de toneladas, un incremento de 1,4% en comparación con 2013, debido en parte a las buenas condiciones climáticas y a la mejora en los rendimientos en América del Sur.

Trigo

FAO pronostica que la producción de trigo en América Latina y el Caribe alcance cerca de 28 millones de toneladas, un incremento de 21,7%.

Lo anterior responde a las buenas perspectivas de América del Sur, donde se espera que la subregión alcance las 23,8 millones de toneladas, un 24,6% en comparación con el año previo, como consecuencia de las buenas condiciones climáticas y del incremento de las siembras, particularmente en Argentina y Brasil.

Con lo anterior se espera que se recupere la producción desde los bajos niveles de los dos años previos. En México, mientras tanto, se espera que la producción alcance las 3,7 millones de toneladas.

Aumenta la disponibilidad global de cereales, pese a leve caída en la producción

Las últimas estimaciones de la FAO indican que la producción mundial de cereales alcanzará 2.498 millones de toneladas en la temporada 2014/2015, 1% por debajo de la buena cosecha de la temporada anterior.

Pese a esta menor producción, la disponibilidad de cereales a nivel global se espera alcance las 3.072 millones de toneladas, 1,6% por sobre el nivel registrado la temporada anterior, debido a la excelente cosecha de 2013/2014, que permitió incrementar las existencias de cereales en 14%.

Ebola in Liberia, Sierra Leone, and Guinea: As a three-day countrywide shutdown came to an end in Sierra Leone, the UN Security Council set up a special mission to lead the global response to the Ebola outbreak. More than 5,800 cases have been reported since the beginning of the outbreak, including 2,800 deaths, and more than 13.5 million people are now considered in need of assistance as the impact of the epidemic spreads.

Syria: Kurds flee IS advance on Kobane, and 138,000 refugees have been counted at the Turkish border. The US has launched airstrikes targeting IS bases, with the support of other states, while government airstrikes in Idleb, Homs, Rural Damascus, and Aleppo have killed over 100 people in the past week. Tens of thousands of civilians are trapped under IS control in Deir-ez-Zor. For lack of funds, WFP will be reducing the size of rations from October, with further cuts planned in November.

Yemen: Sanaa saw a significant escalation in violence, in which the Houthis gained control over much of the capital, including key government buildings, and 200 people are thought to have died. Houthi leaders have denied reports of a peace deal agreed with the Government on 21 September.

Guatemala: Ya hay fondos para comprar alimentos

Al finalizar la Junta de Gabinete efectuada anoche, el ministro de Agricultura Ganadería y Alimentación, Élmer López, dio a conocer que ya se cuenta con los fondos para comprar los alimentos que serán distribuidos entre las familias afectadas por la extensa sequía de este año.

“Se destinaron Q95 millones para la compra de insumos. La repartición empezará a partir del 1 de octubre y se dará 1 quintal de maíz, 1 arroba de frijol y atol fortificado a 250 mil núcleos, por un período de 6 meses”, detalló.

En otro tema, el titular de Gobernación, Mauricio López Bonilla, manifestó que con la presencia de las fuerzas de seguridad, la aldea Los Pajoques, de San Juan Sacatepéquez, se encuentra “estabilizada y bajo control”.

Expresó que han identificado a un grupo de personas “encapuchadas que opera en 12 comunidades de ese municipio y amedrenta a los vecinos”, por lo cual es perseguido.
Finalmente, el jefe de la cartera de Salud, Jorge Villavicencio, afirmó: “Hay 251 casos sospechosos de chikunguña, 78 por confirmarse y 17 identificados”.

The three-day forum, which was organized by SIPRI's Mali Civil Society and Peacebuilding Project in cooperation with its local partner organization in Mali, CONASCIPAL, was the first opportunity for traditional authorities (including religious leaders) and women’s associations from all regions of Mali to meet to discuss how they could potentially contribute to the consolidation of peace and development in Mali.

Why these two groups?

Traditional authorities and women’s associations in Mali have important roles and responsibilities in their communities, including ensuring the security of people and property; providing social care for vulnerable members of the community; carrying out justice and conflict-resolution tasks; and fostering relationships within and between communities. Therefore, both of these groups have an important role to play in the process of peacebuilding.

About the forum

The forum had three specific objectives. First, it was designed to allow participants to discuss the statutory and non-statutory functions of traditional authorities, and the constraints they face in carrying out their duties; and to exchange views on traditional mechanisms for conflict prevention and non-violent resolution of conflicts.

Second, the forum was held in order to discuss the opportunities for women to contribute to the peaceful resolution of conflicts and peacebuilding; and to initiate a process of reflection on the capacities of traditional authorities and women’s organizations to contribute to conflict prevention and conflict resolution, peacebuilding and socio-economic development.

Third, the forum gave participants an opportunity to reflect on the role of religious leaders in peacebuilding and the resolution of conflicts.

Guatemala: Gobierno amplía estado de calamidad por sequía y alista entrega de alimentos para damnificados

El gobierno de Guatemala amplió el Estado de Calamidad derivado de los daños causados por la sequía prolongada en 16 departamentos del país, luego que el pasado 25 de agosto se decretara esta medida para atender de forma urgente a los damnificados por este fenómeno natural. “Esta ampliación permite seguir trabajando en la atención a los afectados por la sequía (…) la primera entrega esta lista, se tienen ya las familias contabilizadas, la logística para llevar a cabo el proceso de distribución y ya está el producto en Guatemala, que es lo más importante”, declaró Luis Enrique Monterroso, titular de la Secretaría de Seguridad Alimentaria (Sesan).

Precisó que la primera de varias entregas está coordinada para que inicie la próxima semana para apoyar a las 291.000 familias que perdieron sus cosechas por la escasez de lluvia. Esta cifra, revela los últimos datos conforme el censo realizado, de acuerdo con el funcionario.

Monterroso confirmó que el Ejército nacional apoyará la logística de entrega de las raciones que contienen 100 libras de maíz, 30 de frijol y 17,6 de una mezcla fortificada con micronutrientes para menores de cinco años.

La Sesan espera una reacción positiva de las comunidades, por medio del programa de “alimentos por acciones” a través del cual se entregarán los insumos. “Arriba del 95 por ciento de las familias están en disposición de trabajar y están en capacitaciones y los dos departamentos que más han avanzado son Chiquimula y Jutiapa, que están a dos días para concluir la formación”, expresó el Secretario de Seguridad Alimentaria.

EQUIPO HUMANITARIO DE PAÍS –EHP– GUATEMALA

El Equipo Humanitario de País –EHP– durante los meses de Mayo a Agosto del presente año, realizó diversas reuniones, talleres, actividades, etc., para cumplir con cada una de las metas y objetivos establecidos en su plan de trabajo, las cuales ampliamos a continuación:

TALLER DE FORTALECIMIENTO DE LAS CAPACIDADES EN MECANISMOS INTERNACIONALES DE COORDINACIÓN PARA LA RESPUESTAS A EMERGENCIAS Y MANEJO DE INFORMACIÓN

En Antigua Guatemala, del 2 al 6 de junio, personal del Programa Mundial de Alimentos, el Fondo para Niñez -UNICEF-, así como miembros del Equipo Humanitario de País, participaron en el Taller de Fortalecimiento de las capacidades en mecanismos internacionales de coordinación para la respuestas a emergencias y Manejo de Información, con el propósito de ser más efectivos en la respuesta a las emergencias y desastres, este taller se llevó a cabo con fondos DIFID. La Oficina Regional de OCHA ROLAC facilitó la capacitación. Los temas de agenda del taller se enfocaron en mecanismos de gestión de la información incorporados a la Arquitectura Humanitaria Internacional. Pasando por conceptos básicos de la Agenda Transformativa, de mecanismos de coordinación, mecanismos de financiamiento, de evaluaciones coordinadas multisectoriales (énfasis en MIRA) y elaboración de productos de información (con enfoque en Informes de Situación) las sesiones contribuirán a un mejor entendimiento de cómo debe ser una respuesta coordinada y efectiva en apoyo al Estado Guatemalteco. Esta actividad es parte de los planes Operativos del UNETE, EHP, como parte de las acciones de promoción de actividades de preparación para la respuesta en emergencias de los actores humanitarios presentes en el país.

  • Favorable, late-season rains were received throughout many regions of West Africa during the last week.

  • A seasonable distribution of rains was received across East Africa during late September.

1) Below-average rains during the Belg season and a late onset of the Kiremt rains have led to persistent moisture deficits, which have delayed planting and negatively affected the development of already-planted crops over the Arsi and West Arsi zones in central Oromia of central Ethiopia.

2) Despite a seasonable return of precipitation during August, moisture deficits have persisted in northwestern Senegal. The delayed onset of the season in July has already resulted in deteriorated conditions and affected crops on the ground.

3) An early cessation of Mar-May seasonal rainfall, as well as, an anomalously dry July have led to deteriorated crop and degraded pasture conditions across several zones in central and northern Ethiopia.

4) Poor seasonal rainfall since the middle of August has led to late-season moisture deficits, increasing the likelihood for adverse ground impacts throughout many parts of western and southern Niger, eastern Mali, and northern Nigeria. Below average rains are forecast in the region for the upcoming outlook period.

5) Poor July rains throughout several local regions in Mali have resulted in degraded crop and pastoral conditions. August and September rains have continued to help improve ground impacts.

Mali: Sahel : prévenir les crises alimentaires

La sécheresse est devenue permanente en zone sahélienne. Pour éviter la sévérité des crises alimentaires de ces dernières années, les Caritas, que soutient le Secours Catholique, misent sur la prévention.

« Depuis une trentaine d’années, les isohyètes [1] se déplacent vers le sud, explique Amir Jenane, chargé des urgences pour la zone du Sahel au Secours Catholique. Cela a des conséquences sur l’élevage et la déforestation. Cela a des effets négatifs sur la sécurité alimentaire. »

Entre Afrique centrale et Sahara, la zone sahélienne connaît des périodes de sécheresse de plus en plus rapprochées. Celle de 2011 a compromis la sécurité alimentaire de toute la zone pendant deux ans. Cette année, certaines régions du Sahel n’ont pas été convenablement arrosées, ce qui a affecté la production agricole et, par conséquent, l’alimentation des habitants de ces régions principalement situées au Sénégal, Mali et Niger. Pour les autres pays, comme le Burkina Faso, 2014 a été une année où la crise n’a pas nécessité d’intervention d’urgence du Secours Catholique.

La saison des pluies a lieu généralement entre juin et septembre. S’il ne pleut pas convenablement à cette période, il est facile de prévoir une crise alimentaire l’année suivante. « Les enquêtes menées dans ces régions démontrent que 40 à 60 % des habitants de certaines de ces zones sont très pauvres, affirme Amir Jenane. Quand la sécheresse empêche une récolte annuelle dans ces zones où il n’y a plus de stocks, ces personnes sont vite au bout du rouleau. »

Les gouvernements des pays sahéliens sont généralement trop faibles pour prévenir ces crises récurrentes. En accord avec les États, les stratégies de prévention doivent être travaillées au niveau des communautés, avec les ONG et les agences des Nations unies. Cette prévention suppose une veille permanente, un système d’alertes précoces et des données croisées entre États et organisations.

« Une des forces du Secours Catholique est d’avoir la capacité de mobiliser des ressources financières (fonds propres, appel aux dons, cofinancements) pour prévenir les crises, poursuit Amir Jenane. On peut mieux réagir contre les inondations mais c’est plus difficile contre la sécheresse. Cependant les inondations sont ponctuelles tandis que les efforts contre la sécheresse sont massifs puisque la zone sahélienne englobe cinq pays et plusieurs millions de personnes. » Le Secours Catholique travaille à renforcer les structures des Caritas du Sahel qui, dans le futur, auront à faire face aux mêmes urgences. « Nous savons qu’il y aura d’autres crises, conclut Amir. Quand ? Là est la question. »

Actuellement, le Secours Catholique finance – à hauteur de 460 000 euros– plusieurs programmes d’assistance alimentaire au Sahel. Au Mali, l’un des deux programmes vient renforcer les capacités d’intervention et de préparation aux urgences, l’autre vient au secours des ménages vulnérables et des personnes déplacées internes. Au Tchad, les programmes viennent en aide aux réfugiés centrafricains et aux Tchadiens de retour de Centrafrique. Au Sénégal et au Niger, l’assistance consiste en un appui à la résilience des populations victimes d’insécurité alimentaire.

Le changement climatique chez nous maintenant ce ne sont plus des mots vains c'est du vécu quotidien, a déclaré mardi le Ministre de l'environnement du Burkina Faso, Salif Ouedraogo, qui participait au Sommet sur le #climat2014 tenu au Siège de l'ONU à New York le 23 septembre.

Le Ministre burkinabè a précisé que son pays faisant partie de la bande soudano-sahélienne, les problèmes de désertification sont d'acuité, le phénomène de la dégradation des terres est accentué et la déforestation est une réalité qui provoque la perte de 200 000 à 300 000 hectares de forêts, le bois étant la principale source d'énergie.

Le Burkina Faso tente ainsi d'intégrer la prise en compte de l'environnement dans les politiques de développement. Il n'est cependant pas toujours facile de faire accepter ce message au sein des populations rurales pour qui « les gaz à effet de serre »peuvent sembler abstraits, explique le Ministre. Efficacité énergétique au niveau des bâtiments, durabilité dans le secteur agricole, agroforesterie, énergies renouvelables et photovoltaïques, sont autant d'approches innovantes que le Burkina Faso met en œuvre.

Malgré l'investissement important que ces changements de stratégie de développement peuvent entrainer, le pays ouest-africain entend les autofinancer tant que possible afin de laisser un pays viable sans dépendance pour les générations futures.

« Bien sûr au début, ca va coûter cher, mais c'est un investissement que nous serons amenés à faire tôt ou tard parce que les énergies fossiles ne vont pas durer éternellement » a déclaré Salif Ouedraogo, ajoutant que le coût de l'énergie pour les pays de la région constitue une entrave pour la compétitivité des entreprises et des PME.

Le Ministre souhaite voir des actions concrètes découler du Sommet #climat2014, soulignant que les coûts d'une telle réunion s'élèvent à des millions et des millions de dollars « alors que nos populations ne peuvent plus attendre ».

De acuerdo con el MAGA2, el precio promedio por quintal del maíz blanco al mayorista en la ciudad capital, aumentó de Q146.78 en julio a Q 152.85 en agosto, el incremento es de 4%, y está relacionado con la finalización de los inventarios en el país (que es estacional), y el ingreso hasta finales de mes de octubre del grano proveniente de la recién iniciada cosecha de primera en el área productora del Sur. El incremento en el precio es moderado debido a la presencia en el mercado de maíz blanco de origen mexicano en cantidades superiores a lo normal, lo cual en cierta manera, amortiguó el efecto de la especulación comercial, asociado a la pérdida de cosechas causada por la canícula prolongada. El precio en agosto es similar al precio del mismo mes en 2013, y menor al 2011 y 2012 (Gráfica 1). Este precio es poco accesible para las familias pobres y extremadamente pobres, que no consiguen trabajo todos los días y reciben menos del salario mínimo. Se espera que para el mes de septiembre, continúe el ingreso del nuevo ciclo de cosechas en la costa sur, lo que podría provocar incremento del abastecimiento y disminución del precio, durante el período que abarca este pronóstico.
